History

The erstwhile government of Mysore (now the state of Karnataka) started the college in the year 1948. It was previously known as the Government Law College (GLC). In the year 1964, GLC was brought under the Faculty of Law of Bangalore University and since then, it is known as University Law College (ULC). Initially, a two-year LL. B program was offered. The turnaround in legal education in India came about with the introduction of 5 years B.A.L, LL. B Integrated degree programme and ULC has the credit as the first institution in the country to introduce the 5 years LL. B programme in the year 1986-87, with the keen initiation of Prof. V. B. Coutinho, the then principal of ULC.  This was an initiative to achieve higher standards in legal education as designed by the BCI, New Delhi. ULC is well known for organizing many academic, research, literacy and extension programs such as National and International seminars, conferences and legal aid, moot courts and many cultural events too. The college consists of eminent faculty members. From the academic year 2019-20 onwards, B.A.L.L.B (Hons) programme has been introduced, keeping in mind the developments in legal education over the world.

From the early days of its inception, ULC was situated in the Central College Campus of Bangalore University, close to VidhanSoudha and the High Court of Karnataka. However, from the academic year 2006-07, ULC shifted to a new spacious building situated in the Jnana Bharathi campus of Bangalore University.

This state-of-the-art new facility hosts eight classrooms, where formal teaching sessions are conducted for both B.A. LL. B. and LL. M programmes, two seminar halls, an independent library, and an administrative block with chambers for the Principal, the Chairman & Dean, and all teaching faculty members.  Separate hostel facilities are available for male and female students within the Jnana Bharathi campus of Bangalore University.

The College is also reaching out to society by organizing extension activities apart from bringing out publications on issues of contemporary relevance. The university is providing quality teaching and encouragement and goals aptly symbolized by its emblem ‘JNANAM VIGNANA SAHITHAM.’

Pioneering the 5-Year Integrated B.A.L, LL.B. Program

In the year 1982, Prof. Dr V.B Coutinho became the Principal of ULC. During his term, the college emphatically transformed into one of the first professional law colleges in the country by introducing the five-year integrated B.A.L, LL.B. program in 1986-87. This was an initiative to achieve higher standards in legal education. A few years thereafter, the Committee on Subordinate Legislation of the 10th Lok Sabha, the Committee of Judges on Legal Education appointed by the Chief Justice of India in 1993, and the All India Law Ministers Conference in 1994 unanimously recommended the adoption of the five years LL.B. program as the course for professional legal education.

Cultural and Literary Festivals

ULC also hosts an annual inter-collegiate literary and cultural festival, in addition to intra-college cultural activities. Having successfully organized such festivals in the past under different names, ULC continues this tradition with its law festival called Jus Celebre.

Legal aid and literacy programme

This is one of the components of the LL. B program in which the ULC puts its heart and soul in its realization. Students of the law programme visit villages and enquire into the deficiencies prevailing in the villages through a scientific questionnaire. This includes the day-to-day problems they face, their level of literacy, and the lack of legal knowledge. Through this method, the students ascertain the socio-legal problems in these villages. In this programme, a group of students assisted by a staff member would provide the necessary advice to tackle their legal routine, social and economic problems. University Law College has been consistently holding this programme since the introduction of the five years LL. B programme in the year 1985-86. As a part of the Legal Aid Programme, the college has adopted the village of Kumbalagodu, T. Gollahalli, Bangalore, Karnataka.

ULC Special Lecture Series

The programme started in 2020 has proved to be very useful for the students to listen and interact with many eminent judges and advocates of the High Courts and Supreme Court as the special lectures are periodically organised on legal issues of current relevance. So far more than 30 special lectures have been organized.
